OSS licence approved automatically

OSS says my licence was issued automatically because the agency did not respond. Is it valid?

The situation

PP 28/2025 sets service level deadlines for licences. If an agency does not act in time, OSS can issue the licence automatically.

The law

  • PP 28/2025 on risk-based business licensing: Replaces PP 5/2021; licences through OSS by risk level, with service level deadlines and automatic approval when an agency does not act in time

What it means for you

This automatic approval principle is meant to stop delays. The licence issued through OSS is valid, but you must still meet the standards. Agencies can still supervise you later and act if you do not comply.

What to do

  1. Download the OSS approval and keep it.
  2. Check any conditions attached.
  3. Prepare for later supervision visits.
  4. Keep evidence that you meet standards.

Automatic approval does not excuse failing the standards.
