Low risk business with no extra permit

My KBLI is low risk. Is the NIB the only permit I need?

The situation

For low risk activities, the NIB is the business licence. You may still need other basic items such as building or environmental rules for your site.

The law

  • PP 28/2025 on risk-based business licensing: Replaces PP 5/2021; licences through OSS by risk level, with service level deadlines and automatic approval when an agency does not act in time

What it means for you

Low risk means OSS issues the NIB as your licence to operate. PP 28/2025 groups basic requirements such as spatial use and building approvals separately, so check whether your site triggers any. Tax registration still follows.

What to do

  1. Confirm low risk status for each KBLI.
  2. Check site related basic requirements.
  3. Start operations.
  4. Set up tax registration.

Adding a higher risk KBLI later changes what you need.

We can do this for youBusiness licence (NIB) through OSS RBA: choosing KBLI codes and meeting the risk level: IDR 2.500.000
