Can I keep issuing invoices from Excel?

The situation

Since Phase 1 on 4 December 2021, invoices made in text editors or spreadsheets and handwritten invoices are not allowed.

The law

  • ZATCA E-Invoicing Regulations (issued 4 December 2020): Phase 1 generation from 4 December 2021; Phase 2 integration from 1 January 2023 in waves

What it means for you

Spreadsheet and handwritten invoices have been non-compliant since Phase 1. Move to a compliant e-invoicing solution now, even if no Phase 2 wave has reached you yet, because the wave threshold is falling and wave 25 already covers turnover above SAR 187,500. Keep old invoices stored for the required period.

  2. Stop Excel invoices.
  3. Store records.
