Old penalties blocking the NOC

GTA will not issue our NOC because of old penalties. What can we do?

The situation

Balances on Dhareeba must be cleared before clearance certificates are issued. The 2025 penalty relief scheme closed on 31 December 2025.

The law

  • GTA financial penalty exemption initiative (1 March to 31 December 2025): 100 percent relief of eligible penalties for 2014 to 2024 if returns filed and tax paid; window closed 31 December 2025
  • GTA announcement on certificate validity (June 2025): Tax compliance certificate valid one year; NOC for CR cancellation valid 90 days; NOC for change of ownership valid 180 days

What it means for you

Check whether the penalties are correct, object if they are not, and otherwise pay. Ask the GTA whether any current relief programme applies. Keep in mind that unpaid balances stay with the company.

  1. Review penalty details on Dhareeba.
  2. Object to wrong entries.
  3. Pay valid balances.
  4. Request the NOC again.
