Establishment ID does not set your visa quota
Now that we have an Establishment ID, can we bring in as many staff as we want?
The situation
The Establishment ID gives access to immigration services but does not approve recruitment. Ministry of Labour approvals are needed.
The law
- Ministry of Interior Establishment ID service: Company immigration record needed before visas and residence permits; needs a valid CR and licence
- Law No. 12 of 2024 on localisation of private sector jobs: Priority to Qatari job seekers, sector targets set by MOL, vacancy and biannual reporting, penalties
What it means for you
Apply to MOL for each role and nationality. Under Law 12 of 2024, MOL can limit expatriate hiring where Qatari candidates are available. Plan year one roles carefully and apply early.
What to do
- List planned roles.
- Apply for MOL approvals.
- Check Qatari candidates first.
- Then apply for visas.
