Choosing between mainland, QFC and free zone
I want to start a consultancy. Should I choose mainland, QFC or a free zone?
The situation
Mainland companies register with MOCI and pay GTA tax; QFC entities pay QFC tax; QFZ companies can get a tax holiday on QFZA terms.
The law
- Law No. 1 of 2019 regulating investment of non-Qatari capital: Allows foreign ownership up to 100 percent in most activities, with MOCI approval
- QFC Tax Regulations and Rules: QFC entities pay QFC tax; returns due six months after period end; extension up to four months on request
- Qatar Free Zones regime (QFZA): 100 percent foreign ownership and a tax holiday of up to 20 years on QFZA terms
What it means for you
A consultancy serving local clients often fits mainland or QFC. QFC suits professional and financial services; QFZ targets logistics, technology and industry. Compare ownership, tax, visa needs and client location. See QA-SET-02 for the special regimes.
What to do
- List your clients and activities.
- Compare the three routes.
- Check tax and visa needs.
- Pick the route before signing a lease.
