Annual renewal for factories and long approval activities
We are building a factory and approvals take years. Can we keep renewing the CR?
The situation
Order 62 of 2024 allows activities with long approval timelines, such as factories, hospitals and schools, to renew annually with a valid reason and fees.
The law
- Ministerial Order No. 62 of 2024: A standard authorisation can replace a power of attorney for filings by recognised professional bodies or the registrant's staff; deleted CRs may be reinstated at any time if conditions are met
- Commercial Registration Law, Decree-Law No. 27 of 2015 (amended by Decree-Law 52 of 2018 and Law 9 of 2022): Every commercial activity needs a CR issued through Sijilat; a CR is deleted if required licences are not obtained within one year
What it means for you
This avoids deletion under the one year licence rule if your project is legitimately delayed. You must show a valid reason and meet requirements. Keep correspondence with the licensing authority as evidence.

- Document the approval delay.
- Apply for annual renewal.
- Pay fees.
- Repeat yearly until licensed.
