Paying some workers in cash

A few of our workers want cash salaries. Is that allowed?

The situation

Qatar requires wages to go through banks under WPS so payment can be verified.

The law

  • Wage Protection System (Ministry of Labour): Wages paid through banks via WPS so the Ministry can check timely payment
  • Labour Law No. 14 of 2004: Main private sector employment law

What it means for you

Cash salaries leave no WPS record, so the Ministry may treat those workers as unpaid. That can lead to service blocks on your establishment and weak evidence in any wage dispute. Help workers open bank accounts and move everyone onto WPS.

What to do

  1. Help workers open bank accounts.
  2. Add them to the WPS file.
  3. Stop cash payments.
  4. Keep signed receipts for any past cash pay.
