Who sets Omanisation percentages
Who decides the Omanisation percentage for my business?
The situation
The Minister of Labour sets percentages by decision for each sector, activity and profession.
The law
- Labour Law, Royal Decree 53/2023: Private sector employment law from 2023; Art. 18 to 26 on employing Omanis
- Art. 144, Labour Law RD 53/2023: OMR 500 to 1,000 fine per Omani not hired or substituted against the set percentage; doubles on repeat
What it means for you
Percentages are set by ministerial decision for each sector, activity and profession, so they can change without a new law. Check the current decision for your activity. Falling short costs OMR 500 to 1,000 per missing Omani under Art. 144.
What to do
- Find your sector decision.
- Count Omani staff by role.
- Compute the gap.
- Plan hiring and training.
