What labour registrations do we need before hiring?

The situation

Employers register with the Ministry of Labour and the Social Protection Fund.

The law

  • Labour Law, Royal Decree 53/2023: Private sector employment law from 2023; Art. 18 to 26 on employing Omanis
  • Social Protection Law, Royal Decree 52/2023: Omani staff: employer 14.5 percent, employee 8 percent; ceiling OMR 3,000 for pension and injury; pay by the 15th of next month

What it means for you

Set up Ministry of Labour and Social Protection Fund accounts before hiring. Check the Omanisation percentage for your activity, because expatriate work permit licences depend on compliance. Register each worker with the SPF within 30 days.

  2. Register with SPF.
  3. Check Omanisation.
  4. Apply for permits.
