Our procurement team is all expats. Is that allowed?
The situation
Procurement professions are 70 percent Saudised for entities with 3 or more employees in those roles.
The law
- Developed Nitaqat Programme (Ministerial Decision 182495; Procedural Guide 2026): Required Saudi percentage depends on entity size and activity; bands Platinum, Green levels and Red
What it means for you
Example: 4 procurement staff x 70 percent = 2.8, so about 3 should be Saudis. Plan hires and training, and update Qiwa profession codes so the count is recognised.
