Why does my PRO say we need Muqeem?

The situation

Muqeem is the platform companies use to manage expat residency records, such as Iqama issue and renewal and exit and re-entry visas.

The law

  • Developed Nitaqat Programme (Ministerial Decision 182495; Procedural Guide 2026): Required Saudi percentage depends on entity size and activity; bands Platinum, Green levels and Red

What it means for you

Without Muqeem your HR cannot process residency services for staff online. Subscribe once the CR and Qiwa are active. Your Nitaqat band on Qiwa will decide whether visa services are open.

What to do

  1. Subscribe to Muqeem.
  2. Add HR as a user.
  3. Check Nitaqat band on Qiwa before visa requests.
