Getting the retention released as a contractor

As a foreign contractor, how do we get the NOC so our client releases the final payment?

The situation

The GTA issues an NOC after reviewing accounting details, contract details and a completion certificate.

The law

  • Executive Regulations of Law No. 24 of 2018 (contract retention): Payer retains the final payment or 3 percent of contract value (whichever is higher) from a temporary branch until a GTA no objection certificate is shown

What it means for you

Prepare project accounts, the contract, invoices and a completion certificate, then apply on Dhareeba. Settle any tax due on the project profit. With the NOC, your client can release the retained amount.

What to do

  1. Prepare project accounts.
  2. Get a completion certificate.
  3. Apply for the NOC on Dhareeba.
  4. Share the NOC with the client.
