Facts
RBI Notification No. FEMA 23(R)/(2)/2026-RB dated November 02, 2026 amends the Export and Import of Goods and Services Regulations, 2026, with effect from October 01, 2026.
Provisions and law

Analysis
A service exporter who is a resident individual is deemed to have submitted the EDF on giving the Authorised Dealer the payment information; for others the deeming applies where the inward remittance is not more than Rs 10 Lakh. For service imports, the AD enters IDPMS details only for importers other than resident individuals where invoice or contract value is more than Rs 10 Lakh.

Individual service exporters and small value remittances face lighter export declaration and IDPMS formalities.
