GST notices on portal valid with RFN alone, DIN not needed

CBIC says communications issued through the GST common portal carrying a verifiable Reference Number (RFN) need not quote a DIN. So you cannot treat a portal notice as invalid just because DIN is missing.

In short: FPAC

Facts
Circular No. 249/06/2025-GST dated 09-06-2025 clarifies that for communications via the common portal having a verifiable Reference Number (RFN), quoting of DIN is not required and such communication bearing RFN is a valid communication.
Provisions and law
Section 169(1)(d) of the CGST Act, 2017, rule 142 of CGST Rules, Instruction No. 4/2023-GST dated 23.11.2023; Circulars 122/41/2019-GST dated 05th November 2019 and 128/47/2019-GST dated 23.12.2019 stand modified to this extent.
Analysis
Portal documents such as summary of Show Cause Notice in Form GST DRC-01 and summary of Order-in-Original in Form GST DRC-07 already carry RFN, verifiable at https://services.gst.gov.in/services/verifyRfn, so a second unique number was unnecessary.
Conclusion
Verify the RFN on the portal instead of looking for a DIN before deciding how to reply to a GST notice.
