Kuwaitization records and PIFSS
Do our Kuwaiti staff count towards Kuwaitization if they are not on PIFSS?
The situation
Kuwaitization rests on Law 19 of 2000 on supporting national manpower, and Kuwaiti employees are registered with PIFSS.
The law
- Law No. 19 of 2000 on supporting national manpower (NLST): 2.5% of net profit for Kuwaiti companies listed on Boursa Kuwait; the same law supports Kuwaiti employment in the private sector
- Social Insurance Law (administered by PIFSS): Kuwaiti employees: employer 11.5% and employee 8% of salary up to KWD 2,750 a month, plus employee 2.5% up to KWD 1,500; expatriates are not covered
What it means for you
Proper PIFSS registration is the basic evidence of Kuwaiti employment. Missing registrations can weaken your position with the manpower authority. Keep contracts and PIFSS statements together.
What to do
- Register every Kuwaiti employee.
- Keep PIFSS statements.
- Check the required ratio.
- Review yearly.
Current ratio percentages were not verified.
